Hawaii's counties are its islands. Honolulu County is Oahu, plus the small Northwestern Hawaiian Islands. Hawaii County is the Island of Hawaii, the Big Island. Maui County is Maui, Lanai, Kahoolawe and most of Molokai. Kauai County is Kauai and Niihau. Kalawao County is the Kalaupapa peninsula on Molokai. Each carrier reports its coverage for every county and every town, and this guide sets the figures side by side.
County by county, Verizon is the clear outdoor leader on the Big Island and Maui; on Oahu, Kauai and Kalaupapa the gap between carriers is not clearly bigger than the ocean inside the county, so no carrier clearly leads on land, on the carriers' reported coverage as of December 31, 2025. Town by town, Verizon is the clear leader in 19 of 72 towns, and 45 have no clear leader.
Most of each county's area is ocean, which makes the island figures hard to read on their own. The town tables are the more useful ones: towns are mostly land, so the carriers' figures there compare like with like.
Island by island, outdoors
Each carrier's share of the county's area where it reports 4G LTE or 5G to a phone outdoors, the county's water share, and the outdoor leader under the site's water rule.
| Island (county) | AT&T | T-Mobile | Verizon | Water | Outdoor leader |
|---|---|---|---|---|---|
| Oahu (Honolulu County) | 23.1% | 21.2% | 48.5% | 72.3% | No clear leader on land (72.3% water) |
| Big Island (Hawaii County) | 49.6% | 38.4% | 79.8% | 20.8% | Verizon |
| Maui (Maui County) | 27.8% | 29.6% | 88.2% | 51.6% | Verizon |
| Kauai (Kauai County) | 31.8% | 20.7% | 53.6% | 51.1% | No clear leader on land (51.1% water) |
| Kalaupapa (Kalawao County) | 1.1% | 0.3% | 25.1% | 77.3% | No clear leader on land (77.3% water) |
Shares of the county's total area, ocean included. A leader is named only when it is 5+ points ahead of the weakest carrier after allowing for the county's water. Share of area where each carrier reports 4G LTE or 5G to a phone outdoors, as of December 31, 2025. Reported coverage, not measured signal.
Why the ocean matters here
A county's area here includes its water, and in Hawaii that water is 20.8% to 77.3% of each county. Some carriers file coverage out over the sea and some stop near the shore, so a carrier can show a much higher share of a county without covering any more land.
Where the gap between the carriers is not at least 5 points bigger than the water share, the table says there is no clear leader on land and shows the figures instead of guessing. That is the same rule every page on this site uses.
Town by town
Every Hawaii town that is the main town of at least one ZIP code and has a row from all three carriers: 72 in all, listed island by island below. Of 72 towns, Verizon leads in 19, AT&T leads in 6 and T-Mobile leads in 2, and 45 have no clear leader. A town's figures cover the town itself, not the land around it. The order changes in the car: outdoors Verizon leads in the most towns, in a car AT&T does (29 of 72).
The five towns where even the best carrier reports the least: Honaunau-Napoopoo (Verizon 56%), Hana (Verizon 58.4%), Kaaawa (Verizon 75%), Hawi (Verizon 81.4%) and Kealakekua (AT&T 85%).
